Abstract: West, James E. in OTA 21.3 (1998), 508: "F. proposes that the writings of Josephus paint a very complimentary portrait of Jethro. He suggests that "a major goal of Josephus' 'rewriting' of the Bible is to make it more attractive to his primarily non-Jewish audience" (p. 573). Though Jethro is portrayed in some ancient Jewish sources in a positive light, he is also portrayed by others in a negative light or ignored completely. In Josephus he is portrayed quite positively. Why? Because Josephus wants to address, by way of this figure, the frequently made charge that Jews hate non-Jews. Josephus' story of Jethro proves that this is simply not the case".
