Abstract: This digression on the role of consuls has been problematic: there Polybius argues that the consuls themselves convened meetings of the people (demos), submitted their laws and enforced them once they had been passed; this view seems to disregard the role of tribunes of the plebs. But the ambiguous term demos should probably include the plebs and its institutions, including the tribunes themselves.
