Similar to the rabbinic views, Josephus admired the work of Herod on the Temple. But Josephus' account was obviously not a good historical measure of Herod, given that it was not likely that Herod, in reality, would sought for the agreement of the population, especially that of the Pharisees, on the construction of the Temple.
