After outlining the map of all the frontiers of the land of Israel, he put Jerusalem in the middle. It reflected the reality of his time and his priestly view. The Mishnah description on the geography in Palestine reflected the historical reality that changes occurred to Jewish settlements after the destruction of the Temple.
