Abstract: In AJ 14: 257-258, Josephus mentioned about a decree by the people of Halicarnassus. Catto analyzed the use of words in the decree. He concludes that Josephus and other contemporary writers indicated that the Jews were not only allowed to meet and pray, but also to build places of prayers.
